Road reconstruction preparation continues. Road is closed at Bellaire & Alger.
Groveland – Lincoln to Cowan
The reconstruction of a portion of Groveland is ongoing, with the installation of the water main nearing completion. The road will be closed between Cowan and the dead end for the installation of stormwater infrastructure. The closure will include the intersection of Cowan & Groveland. Residents between Cowan and the dead end will no longer have access to their driveways and will be required to remove any vehicles, campers, boats, RVs, etc. that they intend to use during the road closure. The total road closure will take place the week of July 14th (weather permitting). At this time, residents will no longer have access to their driveway. Drive approaches on Groveland will be replaced after the road has been reconstructed. The road construction phase will take approximately six weeks, depending on the weather. During the road closure, parking will be available on both sides of Cowan between John R and Townley.
Rowland – John R to Battelle
The reconstruction of a portion of East Rowland is tentatively scheduled to start the week of July 14, 2025 (weather permitting) with water main installation. Pavement saw cutting will take place and materials will be moved on-site prior to the beginning of construction (scheduled for the end of the week of July 7). Construction will consist of water main installation on Rowland from John R to Battelle, storm drain, sidewalks, gas and electricity utility relocations (if required), and complete road reconstruction of Rowland from John R to Battelle. Construction will take approximately 12 weeks to complete. Residents will receive another notice before the road construction phase begins. At that point, they will be notified when the street will be closed, and that notice will include the road closure date.
Gate valves are occasionally turned to shut down portions of the water main that are being replaced. Sediment from within the main can sometimes become agitated and thereby cause the water to turn an orange, rusty color for a short time. Residents should not be alarmed if this temporary situation occurs. If the discolored water persists for over a day, please notify the Water Division, and we will promptly investigate. The Department of Public Services offers our residents Red-B-Gone, a chemical additive used if laundry discoloration occurs. This product is available at the Department of Public Services Building (801 Ajax Drive).
The reconstruction of the above streets is tentatively scheduled to start this spring with water main installation. Materials will be moved on-site prior to the beginning of construction. Construction will consist of water main installation, storm drain, sidewalks, gas and electricity utility relocations (if required), and complete road reconstruction.

Parking after Construction is Complete:
Parking will not be permitted on either side of the new street until the project clean-up and landscaping are completed.
Snow and Ice Control after Construction:
Per City policy, new streets will receive sand, not salt, for snow and ice control for five (5) years after construction. This is necessary to ensure the concrete cures properly and to prolong the life of the new street.
Restoration / Sod:
Upon completion of the concrete pavement installation, any disturbed areas as a result of construction will then be restored. The contractor will water these areas initially, but residents are encouraged to water and maintain thereafter. (Note: Private property areas that were disturbed by Consumers Energy will be the responsibility of Consumers Energy to repair).
