Council-manager government combines the strong political leadership of elected officials (the city council) with the strong managerial experience of an appointed local government manager. The authority to set policy rests with the elected governing body. The governing body in turn hires a nonpartisan manager who has very broad authority to run the organization.

The council-manager form establishes a representative system where power is concentrated in the elected council and where the council hires a professionally trained manager to oversee the delivery of public services.
